Dhulabari Campus at Mechinagar, Jhapa offers Bachelor in Civil Engineering program affiliated to Purbanchal University. This program provides in-depth knowledge of construction and design of infrastructures, and its project maintenance. It also has lab assignment, field surveys and report writing, measurements, estimation and valuation regarding civil Engineering construction work. The final semester of learning is the applied field of Engineering professional practice, construction project management, civil Engineering project works. Bachelor in Civil Engineering has specialties in water resource, environment, construction, transportation, and geo technical fields of Engineering practices.

Dhulabari Campus offers Pre-Diploma in Civil Engineering sub overseer program of CTEVT. It is a one year three months program with knowledge skills and attitude in building construction, water supply, road and trail bridges. It produces basic level technicians of Civil Engineering. Pre-Diploma in Civil Engineering sub overseer has six months on the job training. This course covers more practical than theory in CAD, Construction technology, Engineering drawing, surveying, entrepreneurship development, estimating costing and supervision, water supply sanitary, irrigation, road and trail bridges.
